Operation Snow White
Operation Snow White was a systematic attempt to infiltrate and steal
classified files on Scientology from governments all over the world. Its
exposure by the FBI in 1977 led to the arrest and imprisonment of the Guardian
Office's senior leadership in the US and Canada. The program consisted
of a number of sub-programs ("Snow White Operating Targets" or "SWOTs"),
each with a different codename, aimed at targets in particular countries
or international organisations. At least four of these sub-programs were
aimed against Germany. They were outlined in Guardian Order 732, as were
all of the projects.

The goal of Project
Grumpy was to obtain files "by any means" from police, Interpol and
immigration authorities.

Project Coal
consisted of accusing critics of Scientology for genocide, since Germany
was particularly sensitive to this accusation.

Project Glass
aimed at bringing Germany before the European Commission (now Court) of
Human Rights for alleged discrimination against Scientologists.

If the other projects failed, the plan outlined in Project
Bucket was to accuse Germany of genocide before the Human Rights commission
of the United Nations.
